Transparansi Tender Indonesia Uncovers IDR 112.56 Billion Irregularities in Southeast Aceh

Banda Aceh News | KUTACANE, ACEH — Transparansi Tender Indonesia (TTI), a prominent public procurement watchdog, has raised serious red flags regarding the 2026 budget execution and procurement patterns within the Southeast Aceh Regency Government. A thorough analytical breakdown of the region’s procurement dashboard revealed 295 separate transactions totaling an estimated IDR 112.56 billion.

TTI Coordinator Nasruddin Bahar stressed that dashboard data must be rigorously cross-examined against physical site inspections and official administrative files to ensure public funds are being spent legally and efficiently.

“Dashboard figures must be tested against documents and physical conditions on the ground. The public has the right to know how packages are structured, how vendors are selected, and whether the results match the funds spent,” Nasruddin stated in a written release on Sunday, November 8, 2026.

The watchdog’s initial audit highlighted several alarming patterns, including the heavy dominance of direct procurement methods, clusters of transactions hovering just below the legal tender ceiling, and the concentration of multiple municipal contracts within a small circle of preferred vendors.

Direct Procurement Dominance and Suspicious Threshold Hugging

According to TTI’s data analysis, 220 out of the 295 total transactions—representing 74.58 percent—were executed via direct procurement (Pengadaan Langsung), amounting to IDR 37.32 billion.

Most notably, 111 of these direct procurement transactions were valued between IDR 190 million and IDR 200 million, totaling IDR 21.89 billion. TTI warned that clustering contract values just beneath the legal bidding threshold strongly suggests potential deliberate project splitting designed to evade open tender requirements.

As a prominent case study, TTI highlighted 12 fish-pond revitalization and construction packages totaling IDR 2.32 billion, each independently valued between IDR 192.19 million and IDR 193.44 million. Contractors cited in these parallel deals include CV Desika Mahakarya, CV Putra Semadam, and CV Hawa Madina.

“The legal basis for packaging must be fully disclosed. Were these separations supported by genuine technical needs? This question can only be answered through detailed planning documents and field inspections,” Nasruddin asserted.

Vendor Monopolization and Off-System Payments

Furthermore, TTI uncovered a heavy concentration of awards distributed among a handful of corporate entities. CV Desika Mahakarya secured 27 transactions valued at IDR 6.71 billion, CV Putra Semadam captured 22 deals worth IDR 4.93 billion, and several other vendors garnered multi-billion-rupiah portfolios. In total, ten top vendors controlled IDR 52.31 billion—nearly 46.5 percent of the analyzed procurement capital.

The watchdog also flagged 21 transactions labeled under holiday supplies (“Lebaran” or “syrup”) worth IDR 3.95 billion, demanding strict transparency regarding beneficiary validation. Additionally, TTI noted three transactions categorized under “Payment Outside System” totaling IDR 2.18 billion, which included hospital ventilators, a patient monitor, and a mini excavator.

While clarifying that dashboard anomalies do not automatically constitute criminal offenses, TTI has formally urged the Southeast Aceh Inspectorate to launch a comprehensive audit to investigate project splitting, vendor capacity limits, and physical execution compliance.
